PRE-AMBLE to the ARTICLES of ALLIANCE

The CHARTER details the Formation of the UNITED ALLIANCE.
These ARTICLES, approved on January 13, 2246 dissolve the SOLAR GROUP ALLIANCE.
Replacing it with the UNITED ALLIANCE which has been created by the assembled members on unanimous consent to replace the functions of the former Solar Group Alliance in a new political climate with a new mission and vision.

The VISION being to develop harmonious and secure relations between all MEMBER and AFFILIATE worlds;
to seek out non-aligned systems in the hope of peaceful and beneficial relations while working toward a secure future for all.


THE ARTICLES OF THE UNITED ALLIANCE

ARTICLE ONE:

Membership in the United Alliance:

Is extended to any planet within any system within the territory of the United Alliance
known as the FIRST CIRCLE and beyond as agreed upon by a 2/3 majority of the United Alliance's GENERAL ASSEMBLY; and

Any colony fully recognized by the SGA before this date so applying as an AFFILIATE Member
providing the colony first meet the qualifications established by the Diplomatic Corp under their Terms;
the primary of which that there be no indigenous population on the continental land mass being colonized.

And that Future colonies may not apply for AFFILIATION unless they are established on worlds without any indigenous population.

Colonies on worlds in the United Alliance Treaty Area may have their charter revoked and the Colony ordered removed from worlds deemed ARTICLE SIX Protectorates by the DIPLOMATIC CORP.

ARTICLE TWO:

Definition of the Government, structure and hierarchy of the GENERAL ASSEMBLY:

The United Alliance shall govern on the consent of 2/3 of the elected members through the body known as the GENERAL ASSEMBLY (or COUNCIL).

Elected MEMBERS of the GENERAL ASSEMBLY (or COUNCIL) are chosen by the governments of each member or affiliated system.

MEMBER systems are allowed one (1) REPRESENTATIVE with full voting rights for every BILLION plus inhabitants of that system,
supported by independently witnessed censuses conducted once every METRIC YEAR.

The minimum number of REPRESENTATIVES is one (1).

AFFILIATE systems are allowed one REPRESENTATIVE with limited voting rights for every BILLION plus inhabitants of that system,
supported by independently witnessed censuses conducted once every METRIC YEAR.

The minimum number of REPRESENTATIVES is one (1).

Voting rights are determined by a 2/3 majority of the full voting REPRESENTATIVES of MEMBER systems, or on the decision of the ASSEMBLY SPEAKER when a case of precedent can be established.

ASSEMBLY SPEAKER:

The ASSEMBLY SPEAKER is chosen by 2/3 majority vote of the sitting MEMBERS of the GENERAL ASSEMBLY.
A SPEAKER may not sit for longer than one METRIC YEAR.

SPEAKERS have the responsibility of GENERAL ASSEMBLY budget control,
keeping order in the ASSEMBLY including the ASSEMBLY MILITIA
with powers to remove MEMBER REPRESENTATIVES for improper behavior,
interpretation of ASSEMBLY Points or Order and Procedures to every Member or Affiliate native language,
providing free access to all citizens of MEMBER and AFFILIATE worlds of ASSEMBLY Records,
The ASSEMBLY SPEAKER may not vote.

PRESIDENT of the GENERAL ASSEMBLY:

The PRESIDENT of the GENERAL ASSEMBLY (or COUNCIL) is selected by popular vote in regional GENERAL ELECTIONS held every second METRIC YEAR in each MEMBER system.

The PRESIDENT has no voting rights except to break ties in both the GENERAL ASSEMBLY and SECURITY COUNCIL.

The PRESIDENT is the direct representative of the Electorate regardless of the method with which the MEMBER
or AFFILIATE world choose their REPRESENTATIVE and must vote and act accordingly.

The PRESIDENT may contribute policy, but essentially lobbies the MEMBERS of the ASSEMBLY for approval.

The PRESIDENT may VETO decisions of the ASSEMBLY but only if a sizable (recommended 2/3)
of the Electorate opposes the ASSEMBLY decision in public forums.

ARTICLE THREE:

Detailing the division and duties of the PEACE KEEPING FORCES:

STAR COMMAND:
To Protect and Patrol known space;
To Aid and Assist vessels in need within and beyond the boundaries of the United Alliance;
To Explore and Extend the Sphere of Influence beyond known space;
To Defend and when required Dialogue with Galactic Powers not alligned with the United Alliance.
To Assist the Diplomatic Corp or Border Patrol in need as requested.

DIPLOMATIC CORPS:
To Aid and Assist in the development of trade and relations between Member and Affiliated systems in the United Alliance;
To Initiate Dialogue with Galactic Powers not aligned with the United Alliance toward improving the sovereign strength of the UNITED ALLIANCE;
To Act on behalf of Member and Affiliated systems in external matters such as trade, development, communication and through Star Command and the Border Patrol in security matters.

BORDER PATROL:
To Patrol known space lanes;
To Aid and Assist vessels in need within known space lanes;
To make available for hire Escorts and Transports to assist in the Commercial trade of Member and Affiliated systems within the Alliance;
To Assist the Diplomatic Corp or Star Command in need as requested.

ARTICLE FOUR:

Details the creation of a SECURITY COUNCIL, SECURITY POLICY and PLANS:

The formation of an ELEVEN MEMBER UNITED ALLIANCE SECURITY COUNCIL.
The purpose of which is to determine and approve actions and policy relating to the defense and security of the UNITED ALLIANCE and its individual Members and Affiliates.

By 2/3 majority approval of the GENERAL ASSEMBLY, PERMANENT MEMBERSHIP on the United Alliance Security Council has been granted to:
(Listed as per Article Seven)
001 New LONDON (Earth);
011 New BARCELONA (Teelenksh);
032 New BERLIN (Looaph'ut);
431 New WELLINGTON (Xopunfo);
578 New SCHEFFERVILLE (Topanga);
665 New VOLGOGRAD (Dullea).

Four of the remaining five seats shall rotate among ALL other Members and Affiliates of the General Assembly until ALL have held the seat.
Terms shall last a full METRIC YEAR each chosen at random by removal lot method.

To ensure that all four seats are not rotated at the same time the first term for each of the four seats shall be filled for a one time short term.
The first seat shall be occupied by the selected member for only 250 METRIC DAYS;
the second seat for 500 METRIC DAYS;
and the third for 750 METRIC DAYS.

The fifth seat shall be held by an appointed representative of the combined heads of
STAR COMMAND; the DIPLOMATIC CORP; and the BORDER PATROL.
This position shall be known as the CHIEF OF STAFF or JOINT CHIEF.
The CHIEF OF STAFF will act as the Chair of the Security Council.
The Chair will have no voting rights except to break a tie or in absentia of one of the sitting members.
The Chair does hold the veto right on any decision and may, under ARTICLE NINE act in the interest of the Security Council on later consideration and ratification.

ARTICLE FIVE:

Details the basis of communication and trade in the United Alliance:

The GENERAL ASSEMBLY approves:

The adoption of ANGLISH as the language of Trade and Diplomacy in the United Alliance.
ANGLISH being defined as the growing and developing variation of Earth born ENGLISH utilizing the fundamental phonetic alphabet (ALFABET) and spelling.

The creation of the currency unit AL-Van (Alliance Value Added Note) and adoption of the AL-Van as the established currency and unit of measure for trade between Members of the Alliance with exchange rates controlled through the UA Treasury Department.

The adoption of METRIC Time and Distance measurements.
Time based on the Earth model SECOND.
"Zero Second" determined to coincide with the Earth Time of 12:15pm UTC (Zulu) April 9, 1964 TSC
in remembrance of the destruction of the MUSSANI Federation Homeworld by the MEGANITE Empire.
Metric Days to equal exactly 10,000 seconds,
equal approximately to the Earth time of 27 hours, 46 minutes and 40 seconds.

Distance based on the Earth model METER.
Distances to follow the Metric system in speed and distance and time from 300 Thousand Kilometers being the distance light travels in a SECOND thereby being a LIGHT SECOND;
and 30 Trillion Kilometers being the distance light travels in one Metric Year thereby being a METRIC LIGHT YEAR.

ARTICLE SIX:

Defines the JURISDICTION of the UNITED ALLIANCE and provides protection to worlds unready for participation in the ALLIANCE

The GENERAL ASSEMBLY defines the JURISDICTION of the UNITED ALLIANCE as the limits of the FIRST CIRCLE, a 10 Metric Light year radius circle emanating from the 000 Marker near 001 New LONDON and exceeding out into both the Western Exploration Zone and Eastern Exploration Zone to the point where contact is made and Borders determined agreeable to both parties.

000 Marker is to be known as the GREENWICH MARKER or New GREENWICH.

The GENERAL ASSEMBLY provides systems within the Sphere of Influence of the UNITED ALLIANCE
(Primarily the First Circle) the ability to OP OUT.

Operating on the belief that every planet/system has sovereign control over their own system
out to a distance equal twice the heliopause from their dominant sun.

No UNITED ALLIANCE action shall occur within this limit without the express approval of the government of the system.

AFFILIATE systems relinquish their control to one heliopause with the knowledge that no action shall occur within the two heliopause boundary without the knowledge of the government of the system unless it has been determined that the Affiliate is in violation of Articles in the United Alliance Charter.

MEMBER systems with full voting rights relinquish their control to Lagrainge points around populated worlds with the understanding that no action shall take place within the two heliopause boundary without the knowledge and full recourse of the government of the system.

ARTICLE SIX WORLDS:
Any world may be deemed Protected under this ARTICLE with no further obligations.
The categories of protection are:

A6:
Space going race, opting out of participation in the galactic community.
The terms of this agreement close the border to ALLIANCE traffic and trade for the two heliopause border.
No system entry will be permitted, similarly no one from the system may cross the two heliopause border to leave.
This provision is for people which firmly believe that outside contact is detrimental to their culture and society.
Any violation by an outside party is open to severe penalty.
Any violation by an indigenous inhabitant may terminate the agreement until re-application to the SECURITY COUNCIL is approved.
In the case of negative impact on either side against the other full reparations must be agreed on by both parties as fair or the UNITED ALLIANCE will enact a full blockade of the system at the two heliopause mark.

AA:
Developing world: No surface contact.
Worlds negatively impacted by superior technologies during the MEG-WAR.
Any surface contact must be approved by a 2/3 majority of the SECURITY COUNCIL and only to aid the indigenous population against further incursion or other actions relating to extra-system contact.

AE:
Emergency action being undertaken.
Authorized contact only.

AM:
Medical Quarrantine.
UA Med approval required before contact permitted.

AP:
Protectorate.
No contact allowed of any variety.
This specifically is for a world in a sensitive state of development where external contact would be highly detrimental.
Access to the system is limited to high orbit over the populated world on pre-space flight planets by authorized DIPLOMATIC CORP Representatives and beyond 2 System AU for pre-extra solar civilizations by authorized DIPLOMATIC CORP Representatives only.

ARTICLE SEVEN:

Detailing the adoption of a common CELESTIAL NAVIGATION system

The GENERAL ASSEMBLY approves;

The adoption of the popularly used HARTWELL Starsystem's STARMAPS,

STARMAP for the FIRST CIRCLE of the United Alliance and its Peace Keeping forces of STAR COMMAND / Base Command; the DIPLOMATIC CORP and the BORDER PATROL.

HARTWELL STARMAPS patterns the treaty areas of the United Alliance including the FIRST CIRCLE, Eastern Exploration Zone and Western Exploration Zone over the theoretical Super-Continent template of Earth's PANAGEA.
Earth and the SOL System become New LONDON coded as 001.
Each section of the UA First Circle and Exploration Zones are a region of New PANAGEA and has its own Number coding sequence range.

Systems noted as future consideration along the MEG BORDER WEST are noted with New ARCTIC numbers (100);
along the MEG BORDER EAST are noted with New SIBERIA numbers (750).

HARTWELL STARMAPS has been commissioned to work on extending the patterning concept.
This will result in the area known as the West FRONTIER being patterned after the topographical area of the inhabited world of the New SCHEFFERVILLE (578) system;
the Far East FRONTIER after New VOLGOGRAD (665);
the South East FRONTIER after New WELLINGTON (431);
and the South Frontier after New BARCELONA (011).

New BERLIN (031) is holding out for the area of MEGANITE Controlled space currently bordering the United Alliance within the First Circle and beyond.

ARTICLE EIGHT:

Defining Post MEG War BORDER Reparation plans;

New LONDON (001) is responsible for protecting and developing the BUFFER ZONE along the MEG / ALLIANCE Center Line.
The position of the Earth Government is that this area is to be developed into a Full Fleet Region with fast, powerful mobile defences to intercept any future invasion force and also to respond to threats along this perimeter.

New SCHEFFERVILLE (578) is responsible for protecting and developing the former WESTERN FRONT along the border of the MEGANITE Empire.
The position of the Topangan Government is that this area is to have a Distant Early Warning system put in place out to New VANCOUVER followed by a Real-Time Telecommunication System at strategic points bolstered by Fleet Mobilization Centers.

New VOLGOGRAD (665) is responsible for protecting and developing the former EASTERN FRONT along the Border of the MEGANITE Empire.
The position of the Dullean Government is that this area is first in need of System by System post-war redevelopment followed by System based Fleets and a real-time Telecommunication system.

ARTICLE NINE:

Addressing Defense responsibilities, Intelligence gathering and covert operations.

Finnegan's Squad and Intelligence:
Article Nine begins with the CHIEF OF STAFF dissolving the "655 Squadron" popularly known as "Finnegan's Squad".

This ARTICLE makes very clear that under threat of the highest penalty ALL members of the SECURITY COUNCIL will be kept apprised of ALL FUTURE COVERT and Intelligence actions being undertaken by representatives of the United Alliance.

It is the primary responsibility of the CHIEF OF STAFF to ensure that this is so.

Responses to Threats:
A 3/4 vote of the Security Council will be required to approve appropriations for security and for mobilization orders in the face of building hostilities and tensions.

Offensive action:
A 3/4 vote of the Security Council and a 2/3 vote of the GENERAL ASSEMBLY will be required to approve any Offensive military action within the First Circle or aggressive action beyond.

Defensive Re-action:
In response to immediate threat to the Security of the United Alliance the CHIEF OF STAFF or has the power to determine and approve action on the provision that all members of the Security Council are fully briefed within two METRIC DAYS of said action.

Response to an immediate attack upon the United Alliance or a Member world or against the United Alliance's peace keeping forces of Star Command, the Border Patrol or a mission of the Diplomatic Corp the power to determine immediate response is left with the either:
The Commanding Admiral of Star Command,
The Field Marshal of the Border Patrol,
Or the Ambassador General of the Diplomatic Corp
on the provision that all members of the Security Council are fully briefed within two METRIC DAYS of said action.

Removal of authority in Defense and Offensive considerations:
A 3/4 vote of the Security Council can temporarily relieve:
The CHIEF OF STAFF,
The Commanding Admiral of Star Command,
The Field Marshall of the Border Patrol
Or the Ambassador General of the Diplomatic Corp.

A 9/10 vote can permanently relieve:
The CHIEF OF STAFF,
The Commanding Admiral of Star Command,
The Field Marshall of the Border Patrol
Or the Ambassador General of the Diplomatic Corp.

A 3/4 vote of the GENERAL ASSEMBLY and a 3/4 vote of the Security Council (in ratifying the decision of the General Assembly) is required for all appointed replacements to the position of:
CHIEF OF STAFF,
Commanding Admiral of Star Command,
Field Marshall of the Border Patrol
Or Ambassador General of the Diplomatic Corp.

ARTICLE TEN:

Treaties:

PEACE TREATIES:

The SECURITY COUNCIL acting through the DIPLOMATIC CORP or where necessary through STAR COMMAND has the sole responsibility to negotiate peace treaties which must then be ratified by 2/3 of the GENERAL ASSEMBLY, members of which may propose amendments for re-approval.

The SECURITY COUNCIL may direct the GENERAL ASSEMBLY that a TREATY is only "Two Option" indicating it is either wholly ratified or rejected.

All other treaties are approved by Representatives acting on the TREATY COMMITTEE and ratified by 2/3 of the GENERAL ASSEMBLY.

ARTICLE ELEVEN:

Amendments:

Amendments to the Security ARTICLES herein must have 9/10 support of the Security Council,
included within must be the vote of the CHIEF OF STAFF,
and then ratification by 2/3 vote of the General Assembly except in relation to sensitive issues and then only
on approval of the PRESIDENT of the United Alliance acting on behalf of the General Assembly.

Amendments to all other ARTICLES require 2/3 support of the General Assembly and
ratification by the PRESIDENT of the United Alliance,
following three public readings of the AMENDMENT over a twenty metric day period.

Additional ARTICLES may be added from time to time as needed following the Amendment procedures mentioned herein.

AMENDMENTS

Amendment 1 (Amendment to ARTICLE SEVEN):
Adopted August 14, 2253 16:32:00 TSC         METRIC TIME: 91060.38313

Acknowledges the sovereign claim of the QUIN'DAX ASSEMBLY to the area of space within the FIRST CIRCLE now listed by the HARTWELL Starmap as the New CARRIBEAN.
No action by any civilian or military vessel or operation chartered through the United Alliance in any form shall occur within the New CARRIBEAN territory
or QUIN'DAX ANNEX unless prior approval is granted by the Central Command of the QUIN'DAX ASSEMBLY
with the understanding that the current Leadership of the QUIN'DAX ASSEMBLY emphasizes that such approval will not be given.
