Terrans have perhaps the widest spectrum of physical types of any species in the galaxy and an equally eclectic history to match. The primary drive of civilizations on Earth has been of conquest, sometimes benevalent but always with the goal of broadening culture through acquisition.

Every aspect of technological advancement, language, culture, religion, political affiliation and indeed life itself can be understood through a study of the rise and fall of Terran Empires. These ventures always began on good faith with cultures interacting first under commercial enterprises but eventually an Empire would convince itself that acqusition by force was better and easier than through trade.

This dynamic continued from the earliest Sumerian Empire to the present although with rare exception each succeding Empire has found subtler methods of conquest. It is therefore not suprising that when the Government of the United Earth learned that the MEGANITE Empire had a foodhold on more than twenty neighbouring star systems that Earth's first instinct was to find a way of ensuring that Terran culture gained a controlling hand in any form of multi-star system rebellion.

Taking a page from the history of the ANGLISH EMPIRE (British 1215-1950 / American 1776-2099) plans were drawn up to isolate programs on Culture and Language for each of the neighbouring star systems from the MEG DATA BASE on MARS and send 20 teams (see STELLAR 20 Program) to make first contact with each world.

The key was for each team to learn about the culture they were about to visit, including language, while en route. After liberating the world the team was then to provide the government on that planet with INFO PAKS translanting their native language to English (old Earth language that ANGLISH is primarily based on) so that each planet would be prepared when the second contact mission arrived to discuss the WAR ALLIANCE against the MEGANITE EMPIRE.

The fact is that when the first 10 worlds were brought together the only thing they had in common was their knowledge of Earth and English thus ensuring the superiority of the Terran Culture in the Galactic community. This plan, devised on MARS in a closed door War Committee in 2228 (OEC) was called the RIMBEY PLAN in honor of Commodore Rimbey who presented it.

The RIMBEY PLAN remains the latest example of the Terran Conquest Mindset.
